another thing i noticed is that the e brake pedal only moves about an inch before it gets tight and the truck wont move,that is why im thinking its the cable
I guess I have to ask how the e-brake cable would have gotten any shorter other than by adjustment. It's a cable, it can't get any shorter. It ALWAYS has tension on it, thus, it can only get longer. I lean toward something being assembled wrong or wonky parts. I have 147K on my 92, and still have the factory shoes on the rear, so I don't know what the plungers on the wheel cylinders look like on the rear. I do know that the plungers on my VW have the seat for the edge of the shoes cut at an angle through the top of the pistons and on the head of the adjusters. If one of those rotates 180 degrees for some reason, it'll really screw up the operation of the brakes.
If the star wheel is all the way in, but the shoes still rub when you're putting the drum on, something's amiss in the assembly, or you have bad parts. If the e-brake was engaging them, then the shoes would be off the pivot points on the adjuster, or off the plungers on the wheel cylinder. See if there's a gap there. The shoes should be all the way in on the wheel cylinder piston and the star wheel. Either one may have a tapered seat. If either is upside down, it'll push the shoes out against the drum. If the e-brake is the culprit, then it MUST have an adjustment somewhere that can be backed off, and normally, it is on the longer passenger side cable.
what i found was that the rear cable on the drivers side was seized.So i put new cables on both sides,but when i went to connect them to the main cable,i couldnt get any slack.I then took the brake pedal off inside the cab and disconnected the cable from the cam.That must have freed something in the cam,because when i re attached the cable i was able to pull on it to connect all the cables.
sometimes new shoes are too deep acroos the width. the bar that goes across from one side to the other,[ this is the bar that is used to operate the emergencey brake,]
needs to be filed deeper in the shoe recesses,this is the place the edge of the shoe lies, file it deeper so as to allow the shoes to come inside further. this happens quite often,i am a mechanic
over the years this has happpened quite a few times on all vehicles

You probably have it by now but just in case you're still messing with it I think it's the cable being as you mentioned seized just enough to cause problems.
If your in doubt regarding the e-brake cable not retracting all the way I would disconnect it from the arm that pivots to engage the brakes in the rear brake assy and try to put the drum on again. This is quick and easy and then you will know. I have seen the cable improperly seated in this arm causing a major problem. It was actually pointed out instead of being parallel with the arm. Ford has a Tech service bulletin regarding the routing of this cable to keep the brakes from hanging etc.
