Someone could have changed either the body or frame out due to rust i'm not gonna assume anything but if your gonna drive it on the street go with the kick panel number due to most places will check the title against the place they can easley see and not crawl around on the ground trying to see the one on the frame. and to double check post a link to a pic of both vin's so other people can see and help you out.
Do the rest of the numbers match in the VIN (build sequence)? A U12 VIN does not exist so I'm guessing that you may be reading it wrong or that some of it may be rusted away.
Do you have a digital camera or some other way to download pictures on your computer? If you can, it is simple to use the FTE gallery to download your pictures to post them.
Where is this VIN located? Do the rest of the numbers match the number on the kick panel? It actually looks much better than some of them that I have seen over the years. Almost too perfect, which makes me wonder if it hasn't been restamped.
Do the rest of the numbers match each other? Do you have a title for it? What number does it show? I did a little searching for a U12 VIN to see if it had come up before. I found several of yours on other sites , but I also found where someone else had the same difference with the 12 and 13. It mentioned that the U12 was the designation for a government vehicle. But there was no proof to support it. Maybe the frame was mis stamped from the factory.

Ford CAC Report (aka History 999)
A while ago Ford began offering these free reports based on your Mustang's VIN. While it's not an extremely detailed report, it will give you some basic info like decoding your data plate and listing some of your cars original options. To get your free report you need to call or write Ford and supply them with your VIN, name and mailing address. Mention that you are interested in their "VIN report" provided by their "Customer Assistance Center" or "Technical Research Center." Calling is best, but don't expect the operator will know what you're looking for. You have to be persistant. The reports usually take 4-8 weeks to arrive.
