I assume you are talking about a Flathead V8? If it is leaking water up along the bolt, I think your crack is a pretty bad one. Your best bet may be to run some Alumiseal in the cooling system to plug it. There are other products but that seems to be the least obnoxious IMO. I doubt you could seal it "from the top" because there is always going to be a place where there is no surface to seal against (right around the bolt).
i am sorry i didnt make my self clear , we found small cracks from waterjacket to head bolt was advised to put some sealer on bolts when i reassemble engine to be on safe side i dont think it leaked originally before i tore engine apart, yes its flathead v8 239, thanks clyde
Just use a good anti sieze compound such as Copper Coat. You apply it to the threads of the Head bolts and also to the under side of the bolt head. I think this is what they are referring to.

Like Don, I use Copper Coat as a preventative whether I have those cracks or not - think it's made by Permatex. I've also used the white teflon thread sealer by Permatex and they both work equally well.
