Yellow bulbs with blue lens = Green (stock Ford)
White with blue lens = Green ( lighter green that is)
Blue bulbs with blue light = Blue (but can hardly see anything)
Blue bulbs without the blue lens...= Light Blue

Not really no, but there are a lot of factors to consider.
IS the bulb covers on the cluster blue lenses or is it a blue light filter?
I used to do stage lighting, and it's more complicated than and very different than mixing paint.
Yellow Light is a mixture of Green and Blue light. Just like your tv set. Red, Green, Blue.
Put a blue filter in front of a yellow light it blocks the blue light, and passes the green. It also cuts the intensity of the light down by 50%.
Put a blue lens in front of a yellow, light, it will only pass the blue light, and filters all the other light. In this example green is blocked. This also cuts the intensity by 50%.
So it depends on what type of "Lens" is on the cluster. I believe it's a filter. IE: Green light from yellow.
So to answer your question,
Red light through a blue filter, will pass the Red light. Infact if your bulbs were purple, passing it through a blue filter will change it to Red.
Red Light through a blue lens, will block all or most of the red light, therefore, no light to see.
Remember,
White light, is a mixture of all the colors of the spectrum.
Yellow Light is a mixture of Green and Blue Light.
And the incandecent bulbs, although yellow in appearence, still has a lot of "other colors" mixed in at different brightness levels then just blue and green, but blue and green are the brightest, with red being just a little less bright etc...
It's not an exact science cause there are too many variables, brightness, focal points, etc to count, off the top of my head. But hopefully you get the meanings.

Your school chart is how paint is mixed, which is different than how light is mixed.
Don't feel bad, I made a slight mistake in the last chart I made as well.
Mixing paint:
Yellow and Blue make green.
Mixing Light:
Green and Red make yellow light.

Yes the instrument panel does have a fade of greenish tint when the istrument panel lit.
I have aftermarket guages with the white panel. These also have a greenish tint on back panel. I used blue bulbs.
