Question 91 f150 timing question

I replaced my timing cover and gears/chain due to a coolant leak. I removed the gears and installed to new ones so that the marks matched the same location they were in when I took the old ones off. (I lined up the balancer so that it was at tdc, although I don't think I was on the number one cylinder). Anyways,
I buttoned it all back up and it fired up and ran normally (lucky me). Now I want to set the timing. When I fire it up and check the timing with the spout connector off, I don't see the mark on the 10 deg btc. When I check with the spout connector on, I do see the mark. Am I missing something or did I manage to really screw up and get 180 degrees out.
Any help would be greatly appreciated.

It doesn't sound like you moved the cam or crank with the gears off, which is good. Actually, I don't think you can move them with the gears off, but anyway...
You should have had the two dots facing each other on the gears. If you were 180 off (#1 tdc on the exhaust stroke) you would have had both gear dots at the top. It's ok. As long as you put it back exactly like you found it you're fine. You would have to remove the distributor or be off a tooth to have it mechanically out of time. With the spout connector in, the pcm is controlling the advance. With the spout out, the timing advance it disabled. You should be around 10 BTDC with the spout out. Reference the decal on the bottom of the hood- it will tell you the correct base timing. Be sure your marks are plainly visible. I highlight them with white paint so I can clearly see what needs to line up. If it's not at 10 BTDC (Before top dead center) then loosen the distribtor hold down slightly and rotate the distributor to line them up. Be sure to get the hold down just loose enough to rotate the dist without it turning on it's own. Sounds like someone might have set it with the spout connector in.

Are you sure that the balancer outer ring didn't slip when you were taking it off?

Response outer ring

I don't recall an outer ring on the balancer. I removed the bolt and washer holding the balancer on and used a puller to remove it. If it is the part of the balancer that has the timing marks on it, I don't think that it moved.

The part with the timing marks on it is pressed on the center section. Did you use a jaw puller, or the three bolt type?

The balancer shouldn't have slipped, then. Is the mark dead on the 10° mark with the SPOUT connected, or is it just visible? Just to be sure, cylinder 1 is the front-most on the passenger side, but you probably know that already.

I can see the timing mark with the spout connector on and it is slightly off. With the connector off I don't see it at all, although it could be hidden underneath the timing marker plate. I also tried to move the distributer without any luck. I mean I couldn't get it to budge, to the point I thought I was getting close to breaking the housing. A friend said that he thought that there might be a factory plug or something that needs to be removed in order to rotate the distributer.
