OK piecing together a lift for $400 is going to be tough but you might be able to get close! here we go:
DR front hanger kit (3.5" or 4.5")- around $450
REAR blocks (4"-5")- run about $75-100 (for the 3" wide ones)
now for the extras......going 4.5" you won't REALLY have to change much else if you don't do alot of off roading. I have a 6.5" and i didn't need to extent my drive shafts. they have about 1.5"-2" left of stretch. i had to extend my Trac-bar (pan bar). i didn't use a drop pit man arm at first (not recomended but works)! i was doing a budget build too, and a new one is about $135-150. i just bought one on e-bay for $35 shipped to my door (and it's a DR, go figure). it fits a 8-10" lift, the guy i bought it from changed his set up and went 16" before he even installed it! but here's a quick list:
drop pitman arm
trac-bar extension
shim carrier bearing (if equiped with 2 pc drive shaft, 1/4" for every 1" of lift)
traction/ladder bars (if using a block to eliminate spring flex)
new shocks
and that should get you your 4-4.5"!
