No upfitter switches (stock, manual transmission, '06 6.0L longbead). I plan to use the toggle switch that came with the lights. Everything is included with the lights to mount them as an isolated circuit, but I prefer to wire them into the lowbeam circuit, with toggle, in order to pass state vehicle inspections.

That's no problem, a simple Single Pole, Single Throw (SPST) relay will do the trick. Relay pin#/Device
#30 - 12volt constant (prefererably the battery w/a fuse inline no more than 12" away from battery)
#87 - Fog lights (+)
#86 - Low Beam wire (taken from plug at headlight, check to determine which wire it is)
#85 - One terminal of the toggle switch (the other terminal of the toggle goes to a ground under the dash)
The easiest way I can think of to do this, would be to put the relay in the engine compartment on the same side as the battery. Then use one of the pass-through wires already in the engine compartment to run the #85 wire. That way you only have to run 1 wire into the cab.

You're correct. The toggle switch is grounded inside the cab to complete the circuit that powers the relay and closes the relay contacts 30 and 87 to allow power to one wire of the foglights. The other wire of the foglights is grounded to the chassis to complete the circuit there.
