According to the diagram above, the bronze shoulder sleeve slides into the IPR? What I am seeing when I remove the 3rd plug passenger side oil gallery and turn the motor over is a running out of oil. Not much different than if I were to pour oil from a quart. Not knowing any different, I would guess this should shoot out? It should be at 500+ PSI when starting?

BTW When I pulled #3 injector it had oil from the top ring to the bottom. The others had oil only between the top and mid rings. So assuming I had a bad o-ring and oil got by the mid ring and got into my fuel rail. What would the effects be? Low HPOP pressure?

That would be my thought, and a fuel filter filled up with crankcase oil.

This is getting real ugly.... I put a pressure gauge on the oil gallery and cranked the motor. 0 pressure, not even a flicker, with or without the ICP connected.. I have a new IPR coming. But shouldn't I get some pressure if the IPR is bad? I'm gonna do some searches to find how to check the voltage to the IPR. Any thoughts?

Sounds like your HPOP died. I am assuming the reservoir is full. You should get pressure while cranking IPR connected or not.

I replaced the IPR last night. Got it in late and just had a little time to check pressure. When cranking the pressure builds to 100 psi and levels off. When done cranking it drops off suddenly. This is with ICP disconnected. I thought the pressure should have held? I only cranked on it for a couple of minutes, might take some more time to fill all the cavities. But sugar I at least got some pressure now !!!! Might have to pull injectors again to find another twisted o-ring ?

Not being one to jump up and buy something expensive (HPOP)that I may not need (never mind the Harley). I rounded up caps and gauges and set out to set my HPOP. It's well worth the expense to buy the complete test kit as #5 ORB caps are real rare. Using a 5JIC cap instead I blocked off each bank of cylinders seperately and cranked the engine. Drivers side shot up to over 1000 PSI, passenger side 100. I then pulled #1 cylinder for the 3rd time and replaced with old injector. Pressure shot up to 1000 PSI. New rings on new injector and 100 PSI again.
Lessons learned:
1. One injector can cause HPOP to not build pressure 2. You get what you pay for on Ebay. 3. Trust your common sense.
Not out of the woods yet, but dang I'm starting to feel a LOT better

I do believe the light at the end of the tunnel is getting brighter.

Are you sure it is the new injector and not just one of the new o-rings.

Seems odd I know, but this is the second set. The only thing not swapped was steel backer ring

Well that covers the o-ring idea

Is the Ebay seller going to work with you on a replacement

I would expect so. Otherwise I will have to pursue with The Buyer protection rider on my Paypal account. My regret is that I don't have the $1500-2000 (early 99, marginal HPOP) for complete set of refurb injectors. Patch it up and sell more goats to raise the funds..
