Fuel Pump replacment
Common problems that mimic a pump failure are, blown fuel pump relay fuse, bad fuel pump relay, tripped, or bad fuel pump inertia cutoff switch, located in the passenger side cabin foot well, just above the carpet, about where your right foot is placed, or behind the passenger side kick panel.
So try pushing the red reset button on the inertia switch, just in case you've been bumped in a parking lot, or a passenger with a size 11 shoe hasn't kicked & tripped it!!!! lol
If you've checked all those common things & have determined the pump really is bad, then I agree, pulling the bed back, to access the pump, is easier than emptying & dropping the fuel tank, to replace the pump.
Not certain of the actual cost nowdays for a fuel pump for a 97, guess it would depnd if it's a OEM Motorcraft, or aftermarket, but I'll bet you could price one online at most any autoparts supplier.
Just some ideas to ponder.
