Ford sells the the bock heater kit for around $40. I had to buy the kit to get the cord because they did not have the cord in stock at the time. The part number on the box is 3500043, the Navistar p/n I have for the element is 18144323c1.
I call it a bumper cover but it is the plastic cover below the bumper and the tow hooks my cord was in the metal frame that cover is around almost to the right side tow hook. Hope this helps but if you find the heater on the left side of the block you should be able to trace the cord down and like you said it my have had the cord removed.
Edit : by the way my bumper is the chrome one with the lower part being a plastic cover.

FOUND IT. Thanks for all the infromation everyone!!!
I traced back that orange cord up under the bumper and from there it went behind the fog lights around the tow hook. It looks like the last owner has zip tied it to something behind the fog lights. I was able to pull on the cord enought to get the plug end to hang out.
