The lowest ratio in first would be a 435 box, all are synchro 2-3-4 not first but a T-19 box has synchro first. The gear spacing is wide on these boxes.
You'll have to locate manual truck pedal assembly with linkage bell housing and flywheel. Unless your on a tight budget I would install a TKO 5 speed, come in 500 and 600 ft/lb torque rating and bolts up without a adapter plate to bell housing, no butchering to fit with full input to pilot bushing support Rear trans mount and driveshaft will have to be altered.
If your pulling a lot of weight a longer stroke would help like a 428 crank.

You will need to find the appropriate bellhousing for your engine. The T-19 with 4 gears synchronized will be difficult to find. It was used in school buses and bread trucks etc. The 1st gear in it was not as low as the unsynchronized granny gear found in the T-18 & NP435.

With the weight your pulling a 435 would be better with the lower 1st gear.
If you find a sloppy shifter which most are with that aluminum top buy a new top and shift lever. T-19's can be found in 3/4 and 1 tons but not that common. Replace that rear 7 ball bearing with a 11 ball, it will last longer.
I recall it was a 308L bearing as I went thru a dozen of 'em in 840 plus K miles.
Install new fork pads, input bearing then check the synchro clearances.

Dustin, I am concerned about the weight that you are wanting to pull and stop with your 4 wheel truck. 15,000lbs is way past the limits of the truck. IMHO

You are talking over 20,000lbs combined weight, for a 35 year old truck.

I will admit to being OK with a one time pull of that much weight under guarded conditions, but not for regular work.

my 2 cents

John

Dustin, The C6 will handle towing just fine, I pitched the 3 spd and put one in my truck.

Add a big cooler after the radiator cooler then add a frame mounted spin-on filter with magnet before sending back to the tranny.
The torque multiplication factor of the torque convertor on takeoffs is very high as well heat buildup.
What rear gears you running and braking on the trailer?
Truck bed going to have weight at the tailgate when towing to prevent trailer controlling truck, not a good thing seeing trailer passing you.
Sounds like a job for a F350 with duals.

Dustin, Don't mean to be mean, but I have to agree with B-nut, a 15,000 tow is a F350 dually job.

Should you have an O-Sheet moment the larger truck could save your life. IMHO

This brings up the question, when do the Troopers or highway Patrol draw a line between a safe or unsafe tow weight vs tow vehicle? Years ago I moved a 295,000 pound gondola full of gravel 500 yards up the tracks. First gear was wheel spin as I didn't want to hurt the clutch as the 12.00 16.5's were shot anyway. better to release energy and spin than break things, after that Mr. 435 made noise as that 308L bearing was wounded again. The 414 can hurt 435 boxes I don't care how strong people say they are. Sure ticked off a GMC boy as he couldn't get the gondola rolling from static not alone I went into 3rd gear. In reality rail cars are easy to move just take your time.

I see it all the time where I live on an island where a Toyota 1 Ton (1) pulling a 28' boat to the boat ramp and the boat alone weighs 16,000 pounds less trailer. Must be one of those YEN ratings they use?
