With the placement of the controler I think he has a IDI 7.3 not a 6.0. He does have a 05 so wonder if he just mis-spoke. Been there done that.
Might want to run a separate ground from the battery to the controler ground lug. I was having problems with my 93 until I did this. Seemed to solve a lot of problems.

I think he meant 6.9L. 0 and 9 are right next to each other on the keyboard.
Are the glow plugs just clicking once, or constantly clicking? Can you hear it in the cab, or head under the hood only?
