Tenn: Thanks for the offer of help! No new windshield, and I don't think its rain related. All I have to do is touch the fuse and it will tick on and off and turn the dome light on and off (when the truck is off, no keys in, door open) etc. It will literally do it nonstop untill I let off the fuse. Then it will stay fine, with the dome light on, or the dome light will be off untill I touch the fuse to turn the light on. Something must have a short??
Fuse 14: Dome lamp, cargo lamp, courtesy lamp, running board lamps
Fuse 15: Stop Lamp Switch (Logic): GEM Module, Powertrain Control Module (PCM), Four wheel anti-lock brakes, Brake shift interlock, Cluster and PCM Keep Alive Memory
The 14 fuse is just an annoyance. The 15 is a real concern. That's wired to some goodies.
Edit: Just an idea, have you thought about pulling the 14 and driving or testing it like that and see if the problem goes away? One less thing to think about with the upcoming trip.

Try replacing that offending fuse. I've seen then not be blown but will have a hairline crack running through the conductor. Take it out and hold it up to a light and twist the body of the fuse, you might see a crack open up on the little u-shaped part.
Pull the fuse box and push the plug back in on the back of that fuse. I had that problem once and just pushed on every plug on the back of the fuse box and never had a problem since.
i have also noticed that i get the p0603 code after i turn my truck back to stock programming but usually goes away after a 150 miles or so.
Since the issue is reproducable when you touch the fuse i doubt it is one of the connected components. Ohm the fuse and make sure you have a completely closed connection. Other than that sounds like you have a bad socket or short in the wiring connection in the fuse box
FOUND: Problem and solution!
The Short: The "slot" for Fuse 15 had somehow been enlarged to where the fuse prongs were not making solid contact with the connections in the fuse slot!
The Long: I ended uo taking out the entire fuse box and started to tear it apart untill I realized I might do more damage than good, and can't risk bigger problems before leaving for BTS tommarrow. So I stopped disassembling and noticed that inside the slots for Fuse 15, it seemed to be "reamed" out. I ended up wrapping a piece of small guage wire longways around the fuse prongs and then inserted the fuse. Bam! It fixed the problem. I now can touch the fuse, beat the dash and shake the truck and everything is fine! No more 603 code! The fuse had be bouncing around in there and not making good connection.

Good news to hear you got it figured out. Makes for less worry on that long, 10 hour trip to BTS. If you were coming closer, I'd say stop by. But, you'll be about 2.5 hours from me when you pass through St. Louis. Heck, if I had the time, I'd head down to Lead Hill just to visit. I really do enjoy it every time I'm there. The BTS crew is just awesome.
One note on your trip, watch for construction around the I70/I44 interchange as well as US65 near the Arkansas border. The last few time I've been through both of those, it delayed my trip a bit. Just plan for the unexpected.
Can't wait to hear your results after your BTS trip. Should provide for some exciting things out of your truck!!
Keep an eye on it from time to time the last thing you want is arcing especially on that fuse. If it were me i would plan on replacing the panel in the future. Not an imeadiate concern but when time/money allowed. Maybe a little dab of dielectric grease to reduce chance of arcs.
