C-4 Tranny, Modulator change

I just bought an old Ford Truck, reverse doesn't work. You can feel it go into reverse and will back up at idle and on flat surfaces. Once you put any load at all on it, it's done.

Tonight I took the Vacuume line off the Modulator and tranny fluid came out, I'm assuming that's bad??

It also shifts hard in the forward gears.

Is there any external adjustments I can make to help this problem?

I only paid 100 bucks for this truck, and I really don't feel like putting 500 into to fix the tranny.
