wants to start

ignition is in the off position but truck is trying to start 77 f-150 4.9 300 v6

Change the starter solenoid.

A low battery or hard to turn engine will draw more Amps than normal and can weld the solenoid closed.
Pull the wire off the "S" terminal of the solenoid and if it still cranks the solenoid is welded closed and you will have to replace it.
Not all solenoid are made of the same quality, make sure you get a good one from Ford or NAPA best.
If it does not crank with the wire off the solenoid then look at the Ignition switch.

I've had defective starters doe the same thing.

There are lots of guys on here who have had problems with the quality of starter solenoids(relays) lately.

Nobody has really said, but everyone seems to have good luck with the motorcraft brand. It's probably made in China too though.

Have you tested the starter?
Make sure the ground cable has a snug and clean connection.
