Glow Plug Relay
I have a 1995 F-250 with the Powerstroke Diesel engine. It's does not want to start in the mornings unless I cycle the ignition switch back and fourth and wait a few minutes. Even at that it still takes awile for it to start with grey smoke out the exhaust. I have heard that Ford had problems with the glow plug relays and it sounds just like what could be the culprit. However I went out and the relay that's on the truck looks brand new. Any ideas?. The one that's on the truck is stamped made in mexico. Is that a Ford part?

Firstly you want to post this on the Powerstroke deisel forum. There is a mountain of stuff there on glow plug relays. However for what it is worth I would sat that your problem is that you need a new set of glow plugs. The guys on the diesel forums recommend only Motorcraft or Beru.
