I just replaced all my glow plugs. I am still having to cycle the glow plugs three to four times when it is cold. Unless it is plugged in.
If the relay is bad will cycling the plugs help any?
Does that mean I still have a few glow plugs out because it starts after I cycling the plugs a few times ?

I had the same issue, it turned out to be the relay, its not entirely an expensive part (compared to most on the motor), so it would the first thing that I would suggest replacing anyways.
I don't know why cycling helps, but it seemed to do so, then again so did keeping my truck plugged in (became a habit pretty fast), but the truck still started pretty hard until the relay was replaced. Fires the first time, every time now (and has done so the last year or so).
EDIT: My relay and plugs went out due to fuel system issues, if you replace the relay and are still having issues, I strongly suggest taking the truck to ford if you can find the time, to get a diagnostic run (also pretty cheap!).

Then i would get the batteries tested. It is a free test. If she dips below 10 volts while cranking the truck won't start, She will spin fine but it won't catch.
If you go to the dealer, I would remove your chip.
the temps have been 35 - 40

where is the 7 pin connector
It is actually a 9 pin connector. There is a 9 pin connector that goes into your valve cover gasket on each side. The pins are in the following order.\
G=glow plug
I= Injector
C=Common for injector
G G I I C I I G G
It is exactly the same pin out on each side.
The harness inside the valve cover also has a connector and it is called the Under Valve Cover Harness or UVCH. I am sure that if you have done the glow plug repalcement that while you were under there that you did the 50 cent mod on the UVCH to keep it clipped into position. Let us know if the 50 cent mod is greek to you or you know what it is and it has been done. I can post how to do it if you want the info. I keep it on file on my computer at home and work.

How old are your batteries and have you had them tested lately?
It sounds like your Glow Plug Relay is hammered and the contact surface is burnt up. Click the link in my signature for a 200 amp relay shipped for about 38$ It is similar to the stancor model except you have to mount it sideways or add a bracket to mount it. Much better than the 100 amp relay from ford.
