i have a 99-04 and i have a Rough Country leveling kit. included new spring packs and no add-a-leaves. the spring rides very nice, a big improvement over stock.
another option is the Donahoe Racing mini spring pack that was mentioned before. it is the only other thing i know of aside from doing a cheap-o add a leaf. they are the cheap way of doing it and they truely make the ride SUCK.

I have a Tuff Country add a leaf on my 99 F350. Raised the front 1.75'' and the ride is excellent. Others have had issues with a rough ride with the add a leaf but mine improved quite a bit. Here is a picture with the add a leaf installed.
