Sniper special forces will allow you to tune two vehicles. However all other tuners are vin locked allowing only one non-stock tune per box. You can use one box, tune vehicle A, ride for a while and return vehicle A to stock. Returning vehicle A to stock will allow you to use that same tuner on vehicle B. Once you return vehicle B to stock, you can reprogram vehicle A.

Yeah, the Sniper Special Forces will allow you to tune multiple vehicles. With the initial purchase you can do two (99-newer 7.3 or 6.0). If you had a third or fourth vehicle, you can program them as well with the same tuner (after buying a Bullet).
