There a clip at the base of the wiper arm, lift clip with screw driver and on the other side pry up with flat nose screw driver or small pry bar. Becareful not to chip paint.
Use painter tape on sheet metal where pry bar or screw driver makes contact. Can also use a flat wooden paint mixer for paint to isolate between the sheet metal and pry bar or screw driver.
Use painter tape on the male splines of the wiper prior to painting.

Are you asking about removing the splined gearing that the wiper mounts to ?
Or
Just the wiper arm ?
If just the wiper arm I like to use a rag wrapped around small piece of wood to pry on... to raise the arm off the splined gear.
