Wow!! that's bad. I get 12-14 combined and as high as 18-20 strictly highway... cruise locked at 70mph. Frankly I don't know how you could possibly get that bad milage with a 302 unless your foot is burried in the floor mat all the time.

I have a 96 f150 4x4 302 automatic 3.55s no lift on 32x11.50 15s and get between 9.5 and 11 on the freeway and about 8 in town....
I have put on a K&N and cat back duals which made no difference,
'97 F-250 4x4 351 automatic 4.11 no lift stock tires. 13.5 mpg, summer or winter, loaded or unloaded, combined city and highway (OK that's a bit of an exaggeration... it drops a touch in winter and it drops a touch more with a load). Pure highway might touch 15 mpg.
Your mileage $uck$. Driving habits can make a huge difference. Rolling around those 11.5's isn't helping. 4 wheeling a lot?
I drive on the highway with the cruise set at 70-72, I wheel it now and then, and the speedo is dead on according to the radar stands that the cops set up, it has been this way since I got it..... and when I got it it had 30x9.50s on it and the 32x11.50s didnt change it at all, what else can I do to get it a little better??

Again, did you REPROGRAM your speedo? If you didn't, then your speedo and odometer are wrong from the switch in tire sizes. Period. The speedo/odo in your truck runs off the VSS/tone ring in the rear axle/differential, and all it does is count revolutions. The speedo has a correction in it for the overall circumference of the tire then, which has to change if you go to a taller tire.
1995 F150 4x4 S.Cab 5.0L auto 3.31------------11.5 mpg towing 4000-5000 lbs., 12 mpg empty trailer, less than 10 with an egg under my foot watching the vacuum/mileage gauge! By next week the new owner will be enjoying the gas bill! I'm looking for a 97-03 mod motored truck so I can afford to drive again.
I borrowed uncles '03 4x2 reg cab 4.6L and towed the same trailer 100+ miles, empty going and a 1000 lb utility body coming back, and kept my foot in it ... ... plenty of power and over 20 mpg!!
As much as I like my '95 I can't deal with that mileage!
When was the last time you replaced the O2 sensor? A bad one will kill your mileage. My 92 4x4 with I6 was getting 10 and then I put in an O2 sensor and then sold it before I could burn up a tank. I also have another identical truck but it's 2wd and it gets 16-17 in town.
i got a 1994 F150 302 4x2 with 4 inch lift and 32x11.50x15 tires and git 13 and 16 mpg i dont see how u git that bad one of my friends have a 96 f150 that we put a 460 in and 6 inch lift with 33 inch tires and it gits 9 and 10 miles to the gallon
