If I remember correctly, there is a TSB on this. My dealer replaced all of my panels under warranty, no questions asked. Only concern now is will they do the same thing when out of warranty.
I painted them myself, I spent less than 200.00$ for all the material to do the job. I even have enough left to redo the process again if I need too. If you've never done any type of automotive painting you might want to have it done by a pro shop. A good price range is 400-600$ for it to be done by a auto paint shop.
Auto parts stores carry a paint called bumper coating (exact same gray color), I popped mine off and rattle canned them about 1 year ago. They still look great, no fading cracks, or chipping. This paint is made for plastic bumpers, so it works great on factory side moldings.
The side panels are more of a grab and pull, or yank, as the case may be. Some (most) of the retainers will stay in the metal. Just remove them and place back in the panels.
I ran silicone around all holes when I replaced mine. This keeps water out, and stops any rattles that these panels are famous for.
