Kept the whole thing quite wet with a good penetrating fluid for about 2 days and went at the top bolt which holds the coil retainer down. Took some time and a lot of effort but got it then got to the next bolt above the radius arm. Now that is where my problem was. For some reason the bolt between those nuts was very badly eroded. So just cut off at top of the nut with the grinder and the bolt did turn off that far. Only under the nuts were the threads any good on the bolt. If they didn't turn off I was just going to grind the nuts off as I knew my bolt was screwed. These bolts must not be the high quality originals. I can't imagine them being this bad if they were.

So I agree with the rest - absolutely never replace a structural fastener with something you don't know the specs for. Which in nearly every case means just buy another OEM fastener.
