OK, so I just bought a 2000 f350 w/ 7.3, and while fiddling with all this cool new stuff I've got (first diesel) I've discovered that the AIC isn't really doing anything. It powers up on startup and read rpm fine, buttons seem to affect it but it doesn't alter the rpm. A friend told me the truck needs to be parked w/ ebrake applied (it's an AT) so I did that and still no luck, but I did notice that the ebrake light doesn't illuminate on the dash, for whatever thats worth.

Any suggestions?
yes e-brake needs to be on.Try this, with ebrake on push the ovel button that says ford. Then push the button that says charge protect.
The parking brake switch is a little contact mounted on the side of the parking brake pedal assembly with a single wire going to it. If it's loose or disconnected the light won't come on. You could try a workaround to diagnose the non-response by grounding that wire so that the light comes on and the ECU gets the signal that the parking brake is on. Don't leave it that way because the light will stay on and the ECU will command a beeper to sound whenever the truck is in motion.
