My gut feeling is that you have a bad wire connection somewhere. Look at all your big cable connections.
First make sure your bat is fully charged. Next take a jumper cable and run it from the negative post on the battery to the mounting flange on the starter. Not where the positive cable goes, but the frame of the starter.
The chances of the engine being froze up is slim.
Poor grounds do more wierd things to cars than just about anything I know of.

Thank you Soup. It was the negative cable on the battery. Replaced it and it did the same thing. So I ran the ground to the starter and will look into it further in the future.
Maybe have your starter tested at another location. My neighbor and I scratched our heads on the starter in his Olds, didn't work in car, tested good at the local parts shop, tried it again in car, not working. Pulled it out and tried it out of the transmission housing and it spun. Tested it at another shop and it turned out bad. Somehow the windings or bushings were shot but made good connection in a position other than normal. How old is the starter? Might not hurt to try a new one.
you mentioned that youre steering no longer locks and that a mechanic had just bein through there and and he replaced some bolts in the linkage . i would make sure that youre linkage is properly adjusted if youre car is not in park it might not let the starter turn over for safety reasons
Try replacing the cable from the battery to the solinoid. I had this cable fail on me twice. Both times it looked good and measured no resistance until i loaded it. If the cable is bad it will let enough power through to power your lights and such but as soon as you try to power the starter it will just go dead until you let go of the key. let me know what you find.
