Glow plug (wait to start) light flashes

96 f350 glow plug light just flashes on and off continuosly, won't start, no smoke, cranks fine. any thoughts anyone?

Turned out to be the PCM. Might that be the same thing? I had a Bullydog plug in 6 bank chip in it at one time and the Ford mechanic that looked at it said he had seen several that had gone bad after having that type of chip installed. I have a new PCM in it now and the Evolution programmer I have now is back at edge products being tested.
