By accessing the computer chip on my explorer, can I find out what my max speed was on a give date? Or at least during a time period?
Or during the life of the vehicle?
Maybe by doing an rpm calculation based on the tire size?

Depending on what year, you should be able to find that. I think OBDII (96 and later) logged some info like that, but you need a special scanner to access it, or only the dealership might be able to access it.
