That product works the same as most other rust-converters on the market. They change iron oxide (rust) into iron phosphate and lock the iron phosphate into a solid coating.
Each of these products will degrade when exposed to the ultra-violet radiation in sunlight so they are really just rust-converting primers. All of them work well. I'm sure the professionals here would recommend removing as much rust as possible before using a converter.
Every time I get a new vehicle I spend some quality time under it and apply a converter to every piece of uncoated steel that is visible. This is followed up with a coat of rustoleum black. I've read warnings on not painting a driveshaft but have had no problems doing so.
