With my buddies 3.0L 1999 ranger the 4x4 doesnt seem to be engaging. Is it one of those 4wd transfercases where you have to be rolling for it to engage? We got pinned trying to get over a rock and forgot to put it in 4WD before. Once we were stuck against it trying to go down the hill we couldnt move and the back tires just dug deeper. It was quite the pathetic stuck. There werent any weird noises but there was just no 4wd high or low. When we turned the switch the thing on the dash would light up when we put it in neutral and say whether we were in high or low but the front tires werent getting any power.
I think it has the pulse vacuum hubs, and those are notorious for turning into crap. You can go to warn for a manual hub conversion that is pretty cheap and easy to do, not to mention it gives you the reliability of manual locking hubs.
Does it sound like the t-case motor is turning? They are known for not wanting to work if you don't use them often. Does the light come on on the dash. Maybe I should have asked first if it was a manual t-case or push button.
it's probably your hubs. mine dont work either. i was recomened to this cable system, to replace the vaccume system. it's about the price of manual hubs, but i like the idea of not having to get outside of the truck when you want to engauge the 4wd. but first make sure your tanfercase is engauging before you go working over the hubs. I doubt you want to put out 200 dollars to fix something thats not broke.
Here is the cable enguagement system. i dont know if it's compatable with Rangers or not. sent an e-mail, waiting for response.

In looking over the installation instructions, it becomes pretty clear that it's a fix for a different kind of 4x4 system than what the '98-'00 Rangers have (PVH).

the transfer case didnt seem to want to engage at first. After flicking it back and forth a few times though you can hear a slight hum from the transfer case and the dash light comes on. So I think the t-case is fine. Is there any way to check it?

Crawl under, un-bolt the shift motor from the t-case, and have someone flick the switch. It should move i think a quarter of a turn. If it just barely moves, you may need to re-build it/get a new one. re-build is real easy. If you have ever taken a starter apart, it is the same concept, except smaller. Now an atv/motorcycle is pretty much the same size.
