started runs all the time

please help.
i have a 1986 crown victoria 302 V8 250,000 miles. the starter runs all the time the way a stop it is to pull the battery cable off. the selunoid was replaced today and no change. what could be wrong??

The starter solenoid has to close to put power to the starter, if it is brand new (and hooked up correctly), then the key switch electronics sound like the culprit.
