We lucked out in this area. Unocal is HQ'ed a couple miles away, and Chevron's HQ used to be down the street. I believe that's why it's $.10 to $.20 lower per gallon than many of the surrounding cities.
When driving cross country I've noticed an increase in mileage and power on the first tank outside California.
