I have a 2001 f150 sport 4.2L and my speedometer and odometer are not working. I just bought the truck and it was a repo. Also the check engine light is on, so I took it to a couple different places to scan the computer, but the obd2 scanner could not get any readings. When connected, the scanner was blank and could not read my computer. Could these two be related to each other? And does anyone have a clue how to fix these?

OK, call me a cynic. Methinks somebody tried to hide the "true" mileage of that vehicle. He/she may have damaged the OBD II port to cover their tracks. The "true" mileage is in the PCM. I think you'll have to bring it to a dealer to get a look at the codes. Also have them document the mileage. You may have recourse against the seller if there is a descrepency.

HA HA! There's no record in the PCM of accumulated mileage. Good one!
There is, however, a fuse that supplies pin 16 of the OBDII port with battery power that most scanners utilize. Check F3 (20A in the under-dash box). This fuse also runs the cigar lighter.
As for the cluster, start with checking fuses F2, F6, & F30. All provide power to parts of the cluster.
Once you establish communications with the PCM with a scan tool, you can check for the operaration of the signals that supply the cluster with the VSS data.
Well I figured out the problems. The computer wouldn't scan because of the cigar liter fuse F3. The speedometer was not working because apparently at some point like 10 wires got stuck in the gear shifter under the truck and cut them. So I reconnected them all and bingo! no errors on the scanner and my speedometer works like new!!!!!
