It sounds like the timing is way off. Either that, or a massive vacuum leak.

bottom out idle mixture screws on the bottom of the carb lightly then back them out 2 1/2 turns that will get the idle mixture in the ballpark, make sure the choke is not set to tight. check and make sure you set the float level that the kit specified.check all vaccum ports on the carb and manifold, if it is an automatic make sure you hooked up the vaccum line from the modulator on the bottom of the trans to the tree on the back of the manifold. that will get you started it sounds like the motor is running really rich (too much gas not enough air ) that can be caused by the choke not opening or a vaccum leak sometimes the rods that go through the carb that hold the discs that control throttle will wear and let air around them which causes a vaccum leak. MAKE SURE YOU HAVE CLEAN SPARK PLUGS BEFORE YOU TRY STARTING IT AGAIN.

Is it blowing any color smoke, running rough, or anything like that? Is the choke closing?

On the rebuilt, did you soak with B-12 chem cleaner, wash and blow dry?

Try swapping a used carb and checking if the idling improves.

Pull the coil wire, and crank engine, check the color of spark off coil? Is the color blue or orange?

How are the fuel filters? Are they filling up with any residue (dirt or rust)?

Check your fuel lines following the line from the gas tank to the carburator. Check for cracks on lines.

Pull off a couple of spark plugs, inspect the plugs for carbon?

How's the engine running? Is the carburator running rich (black smoke thru exhaust)?
