Cold start-up engine light blinks

Cold start-up engine light blinks
It only happens when I crank up in the morning. The engine reves a little higher than usual, the check engine light blinks 3 times and when it finally idles down it almost konks out. After this the truck runs fine. Any ideas, I tried a code tester and nothing came up as wrong. I think may be O2 sensor or maybe EGR valve. 95 F-150 302

Went to Auto parts store ran another scan, he didn't find one but the engine light blinked a 33 code. EGR valve not opening. I have read that it might not be the valve itself but could be the EVP or EVR sensor and I am not sure if I have a PFE sensor on this year truck.

Best way to tell is to try to manually open the EGR itself with a small screwdriver prying back the diaphragm through the little holes. Or better yet, carefully pull the two connected vaccuum lines off the EVR (EGR Vaccuum Regulator), which on a V8 is near the coil on the drivers side. Run a small hose into either side of the vaccuum lines (connect them) and the EGR should open, and if it's idling, it will probably die, or sputter severly. If nothing happens, bank on your EGR being rusted shut.
If you manually connect the lines at the EVR, and it does sputter out, then check the connection to the EVR. If all looks well, plan on the EVR being toast.
