Fibreglass will work ok. Replacing the entire panel would be the best. Or removing the rusted areas as much as possible and patching with metal repair panels.
I just have to wonder what shape the cab mounts are in? They usually follow the condition of the floor panel.
You really need a strong floor as it kind of gives support to the cab. So I would lean towards the metal vice the fibreglass. Although the floor pictures appears to show that the strength is still there, so you could probably just clean it up really good and fibreglass the holes for now. But the rust will continue to spread if any is left.

mr. chicken, I see you are a fellow tarheel. The rusty place under the pedals is directly behind the front cab mounts. Dirt gets in there between the mount and floor and the floor rots away. All floor pans are the same from 65-79. You can either cut one out of a truck or buy replacement ones. Ken offers them here on his online store.

In the cool still quiet of night, you can hear chevies rusting away.
I've seen much worse. I just replaced my floors in my 71. Most of my truck is rust-free, but my drivers side had significant rust. Lot's of traffic in/out of the cab over the years. I bought the replacement pans from Ken and had my fabricator weld them in. He mentioned that the fit of these pans (I'm guessing Ken distributes Dennis Carpenter) was much better than others he has installed. Good Luck.
If I remember correctly, the pans were about $50 each. I just replaced the front sections.
The labor was part of a full-cage installation, so I don't really know the portion of the total for installing the floor boards. I'm going to guess $200-$300. He did a great job; he removed the old pans at the seams where he could, and the fit is real clean. But then again, this guy does some amazing stuff.
