Ballast resistor? Id try a new coil, new b-resistor and a drop in points replacement from PerTronix. Check the wires from the coil to ign, to the coil and any other ignition wire. Also the battery cables, ground cable, and any ground from the engine to the frame. How old are the plug wires?

Are you installing old coils lying around, or are they new coils.
Are the coils mounted to close to a heat source?
Are they properly grounded?
Maybe check the voltage at the (+) side of the coil (ignition on, but not running) and see what it reads.
