MC2100 Vent Question

MC2100 Vent Question
Can anyone tell me how this vent on the MC2100 works. It appears to vent the fuel bowls but I don't understand how it is activated.

What confuses me is that when you depress the accellerator it in turn pulls on the accellerater pump arm which pulls the lever that would activate this vent AWAY from it? This picture may not represent my 2100 exactly but that is how it seems to work.
