Is there a way to test if the fuel heater elements are operating properly? I have a 2001 F-350 with the 7.3l PSD. On cold start ups the truck runs rough for several minutes before smoothing out. Sometimes it takes driving it for 1/2 a mile or so to do it, and it has been warm enough here in Utah that I should be having the problems. The truck starts up quickly, that is why I am thinking that the heater elements might not be working. Also I read, in a Haynes repair manual, that the parking brake has to be engaged in order for the manifold air heater to function. Has anybody else heard of this?

Neither the intake air heater or the fuel heater will cause your symptoms.
When the fuel heater shorts it blows the fuse, which also powers the PCM, so the truc will not start at all with a bad fuel heater. The IAH is only there to reduce the time it takes to warm up the cabin air...You likely would not even notice it if it failed.
If you have a manual transmission the e-brake does have to be set for the cold weather package to function. If it's an automatic, you only need to be in park.
