Loosen the adjuster, and then use a good rust buster. I use PB Blaster, and have come to love it. My brakes were all stuck and wouldn't move at all. I loosened the adjuster then hit the 6 o clock position on the drum with a hammer, and they popped right off. You have got to make sure you hit that center ring on the drum with some oil or rust buster. My center ring was severly rusted.
If the shoes aren't dragging and it is stuck to the axle, heat the flange between the studs and the axle lip evenly, when it pops it will slide right off if the shoes don't catch on the drum.
Heating the drum flange is realy a better way to go. It doesn't take much heat and prying can warp the drum. It's also more frustrating. A hand held propane is likely enough, go in circles, it won't begin to change colors.
