The HC (PPM) what ever that is was high

Look here for explanations of the measurements and what they mean. http://www.smogcheck.ca.gov/stdPAge....ay_1996.htm#hc
What was the CO measurement? How is your timing? Do you have a miss? I hope you only pretested cause those are gross polluter numbers. I am going through this on my '76 but my HC is OK, it's my CO that I am dealing with. Luckily I have a smog tech who will let me drop in for a sniff on the tailpipe while I monkey with the jets.

HC should mean Hydro Carbons at Parts per Million (PPM)

Reset the timing
change the engine oiL
Check or replace PCV Valve
Install New Air filter

With numbers that high, I'd guess a blown power valve.

Failed CA SMOG

No I didn't have a pre-test and it is a GROSS POLLUTER.
The CO% MAX GP MEAS
15mph 3.85 6.33 0.29
25mph 3.63 6.13 0.23
Like I said before the HC failed also the timeing is good.

No machnic What is a power valve

If HC failed, it's usually ignition. Unburned hydrocarbons.

High HC readings are unburned hydrocarbons. That means the engine is running rich. The power valve is an enrichment device in the carburetor. Could also be caused by a miss, contaminated motor oil, leaking carb gaskets, anything that allows unburned fuel to pass through the engine.

True it could be running rich, but if that were all it was the CO would be high as well.

I would pull those plugs and have a look. If there is a miss, the plug reading might reveal where to look next. The plugs are just a fraction of the ignition. Could be a wire. If the plugs are uniform, what color are the insulators?

Pulled the plugs an all were the same in color. One had a very fant brown color on the insulator,But only two days old also.Maybe 50mi. I also recheck the gap all at 44.All wires were going to the right plug.
Maybe just go ahead and put in a new set of wires. (only thing left to replace)

I would suggest all of the above, then put a vacuum guage to the thing and tune your carb. Be sure the engine is warm before you tune it.

I used to have a 65 chev with 283 in it, did that all the time. Took it to one of the AAA roving test vans one time, the guys told me, "it will never pass."
Passed with flying colors better than that current year new vehicles. But then again that was somewhere around 78-80 with a rebuilt and rv cam.

Good luck

Drove it over to a friend to see what he though. He is no Machnic either,But he didn't think the motor should be vibrating at idle.So here is my thoughs.I have 1free re-test so I think I will put new wires in it and go for it.Tomorrow though.Just to p----- today. When you get that way you are better off steping away for awhile before you really tear something up.
I want to thank everone for there help.I will let you know tomorrow how I did
THANKS AGAIN DON

Where should your plugs be set? That is a wide gap if you do not have a high voltage ignition. I would go with the manufactures recommendation on gap. On my stock 72 it was only .032.

I had one van fail because I put lean burn plugs in it -

That being said, it sounds more like a carb problem. I would make sure my choke is all the way off, sometimes it is adjusted to where it stays on a bit to increase the idle speed. This messes up the air/fuel flow through the idle jets and makes the engine run rich.

One problem you are going to have is that today's mechanics are experts on fuel injection, and have very little experience with carbs.

The other thing to remember is that smog tests are designed to show that the vehicle performs the same as the one the manufacturer originally submitted to the state for certification. If you make a change, even if it appears to be better (less smog), you will still fail the test.
