Carb to Intake Spacers?

Carb to Intake Spacers?
I posted in the carb forum with no responses so I am trying here. I have a '76 F250 SC w/ 460 C6. It has a Carter 9635 AFB on it that I removed to rebuild the carb. Beneath the carb and above the manifold aluminum spacer/adapter plate is a 1/4 inch thick black phenolic vacuum plate with a plugged vacuum port facing the rear of the truck. What is it for and do I need to put it back. It must be providing manifold vacuum but since it's not connected I would rather leave it off. My truck has no egr and it has federal emissions. Thanks for the help.
