Sorry, but somebody has given you some bad info. the the BUG0 processor is a 5.0 Mass Air, and in the truck and running, quite well! the guy at Tweecer has confermed it and in 1995 the 5.8 had Mass Air (not all of them though), I have copies of the Helm Manual too prove it! and no typo's. I just wish i had copied ALL of the manual!!!
I have all of the 1995 Helm Manuals and prints, is there something you would like copied?
Only the 5.8 sold in California had Mass Air in 1995.
I checked the Tweecer site and they did not show a "BUG0" in their lists. http://www.tweecer.com/products.htm
All the sites that list it say it is from a 5.8.
If you can find a PCM out of a California 5.8 then it would be the one for you as it would not require the OSS input and would be for E4OD and Mass Air. I think I would check some salvage yards in California to see if they had one, making sure the truck was sold in California.
Other than that you could rig up something on the driveshaft with a sensor, I had a 1983 rigged that way for speed control.
By the way there is not any California 5.0, 7.5 and 7.3 wiring, just 4.9 and 5.8.
I have to change processors, Parts America has the listing for the F5TF-12A650-HB Processor , I put in a order for one. The order confermation letter states that there is one coming from a warehouse in Arizona.
I'm Crossing my Fingers!
