I have a 02 f350 and it is making a noise that sounds like a splash guard or mud flap is rubbing on a tire only at speeds between 40 - 100 kph(20-60mph). Its not very loud but it is there and is pissing me off. any suggestions?

Can you give any better description? Is it 4WD - ESOF of manual? From the front or rear...center? Any vibration or rumbling associated with the noise? What engine?
Sorry, it is a 4wd, psd, crew cab long box, auto. There is no vibration associated with the noise, no steering difference, no braking difference, no handling difference, no anything different, just a noise. I have noticed that it has started doing it only at lower speeds now, from about 30-70 kph. It does it if you are coasting in nuetral also. A while back I heard a springing noise when I hit a dirt road and I think that that was when it about started.
If it's a DRW, the inner fenders get just loose enough to fly back and rub the rear tires. Those little plastic keepers ain't much punkins to begin with.
If it's an SRW, then maybe you have a wire loose under your truck that looks okay when not moving. I'd chock the tires and crawl up under it and look for all kinds of things that could flap while in motion.
Mechanical items: If it's ESOF, try turning the dial on your hubs (lockouts) from auto to lock a few times before assuring they wind up in auto. Then grab the axle (at the knuckle) and see if it spins freely. You may have a bad hublock.
Also lift the front tires and see if you have play in the wheel bearing hub assembly like scraprat mentioned.
Check to see if the brake calipers are still tight.
Rear: Chock the tires and lift the rear diff, then give both tires a spin and see if you hear or feel any rough drag.
PowderFiend, is it more like a squeeking sound that pulses and gets faster with speed?? ...your issue sounds a lot like the one I'm experiencing, except I'm about positive it's not a rubbing sound.
no this is more like the sound you would get if one of your inner fender splash guards came unclipped on the top and was riding on the top of the tire. Coincidently, that happend rite about the time that this sound started and I fixed it thinking that the sound would go away, but no such luck. How do I go about checking wheel bearings? I checked the axel and hubs an everything appears to be working fine. Could it be the drive shaft carrier bearring? I guess I should check that. I do know that I need new calliper bushings but the noise happens with brakes on or off so I don't think that that is the problem.
The "rubbing" part is what's throwing me off a little. Are you sure the inner fenders are not popping out and against the tires while you're moving and returning when you stop?
You can lift the axle and give the wheel a good pull from the top and push from the bottom to see if there's any slack in the wheel bearing hub assembly.
it started to turn into a deep rumbling noise and I could feel it in my foor boards. turns out that it was the front passenger wheel bearing hub assembly. I have had it with this truck, I have only owned it for 6 months and have put over 1300 dollars(CAN) into it, almost solely in the front end and it only has 87000 klms. I am selling it ,any takers
Yeah, I've heard about the wheel bearings for these trucks...are they cartridge bearings that you press in/out of the wheelcarrier and hub or ONE WHOLE UNIT like I've heard? WHY does it take 3 hours to change one of these monsters?
I've done TONS of wheel bearings, but can't think of any that took that long - so I'm curious at this point.
