Sliding Hinges
I've researched this for a few years and have seen a few... some simple , some elaborate.. none I wanted to copy.
Had a friend who used a 'serious' set of roller bearing drawer slides on each frame rail.. it worked... but wobbled and shook so badly that yo wanted to hold out a hand just in case it fell
Seen some others with hydraulics that really moved out nicely then at the end of travel (about 6") had a cable tighten and rotate a cam type hinge that tilted the hood up.. this one came close.. but it was complicated and added a lot of hardware up front.
Saw a sketch of one that used screw jacks from trailers mounted and motorized horizontally that moved it forward.
and last but not least there is a company L&S Motor sports that 'useta' market a product called 'Easee Opener' .. basically what you're looking for. It was used for drag cars with very light glass front clips. I have some literature on them in my directory... and here's a link

this info is several years old and I don't even know if they're still open.. price was around 500 bucks in '99 or 2000. which to me was way too much...guess if you have a unlimited NASCAR or NDRA budget it's peanuts..
they also seemed a little light weight for a heavy front clip like outs
Basically I think if it can't be done the way Chip Foose would do it.... silent,smooth, effortless and beautifully... then don't do it...just cut the fenders...
