Bad injector. Bad spark plug wire?

Bad injector. Bad spark plug wire?
My truck is running rich, runs OK driving. I have soot on all my spark plugs. If one injector is lean can the computer cause all the injectors to run rich? At the distributor I checked each spark plug wire by unplugging one at a time, to see if it ran the same. I grabbed one of the spark plug boots and got shocked but only when i disconnected it. Does that means it's a bad wire?

No, thats just means you were the better path to ground. ReVolting , isn't it. 
You might want to make sure its torqued down properly.
You can bet that if your plugs are all sooty then so is the O2 sensor. Check your fuel pressure, vacuum level, and codes. If those are ok then replace (or clean) the plugs and replace the O2 sensor and see how it runs then.
