I can't answer your question for sure, but Ford has historically used a "relative" method, meaning they should be clustered relative to each other. For instance, for the 4.9 they say if one cylinder has 150, the minimum allowable for any other would be 113.
Personally, I feel that's a stretch.

Thats right on the money. The cylinder that has the lowest rating should not be lower 75% of the highest rated cylinder.
