03 250 4x4 problem

i have an 03 250 fx4 and its giving me problems with the 4x4 . i have the on fly 4x4 and sometimes it wont work .it only works after i disconnect the fuse # 19 from the fuse box .need help please if anyone has had this problem i need some of your knowledge .
