a vacum pump will usually cause a hard pedal. bleed the brakes as suggested but these trucks have a big problems with this condition. i had is one my 95 f-250. replced the master cylinder with one from a 96 e-350 it has an 1/8 bigger bore and this helped. replaced the Rear abs valve as that is a pretty common cause of this condition. and it has new brakes all the way around. i have come to live with it. keep the rear brakes adjusted up good. and it will be much better. try clamping off the hose in the rear and both fronts with vise grips (not too tight though!!) and see how the pedal feels. then un clamp one by one and see how it feels. maybe you hoses are bulging also. but unlikely.
i just reread you original post an saw your abs light is one. get that scanned and find out what the code is for. could have a abs valve problem. to see if it is the abs valve you can go to the parts store and they have adapter lines you can get the right one for the 2 different size fittings on the valve along with the couplers and run those inline instead of the valve on the frame right under the drivers seat. if you have a good pedal then you have found your problem. i did this one mine the hardest part was getting the right line. course i had a selection to choose from at work so i didn't have the go to the store and try to figure it out. if the store has a valve in stock get it out and figure the fitting off that.
Thanks for the. the funny thing is that after i replaced the front brakes the abs light went off. this sat i have a buddy comming over to help me out with bleeding the brakes. so i will c how it feels after that. and also how much woudl that abs valve cost me?
i get parts a wholesale prices so from from napa it was $100. just looked it up for my 95 f-250 and if i walked off the street it would have been $156.08. being a mechanic saves alot of money!!!!! if you have a friend that owns a shop or works at a part store they could get it cheap. sometimes if you are real nice to the counter person they will give the discount too.

AHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHH!!! they are bad again! right after i put new back brake pads on my back brakes would lock up. now i cant get them to. only the fronts. and now my pedal is getting really really soft and almost goes to the floor again. i just replaced the front pads and had the rotors turned. and i had the back pads replaced and had them turned. that helped for like 2 days. now there going bad again!!! what could it be? my master cyclinder looks good and my vacume pump seems to be working. what the hell is worng!?!?!?!?!?!?!?!!?

Bleed all 4 wheeles and ajust the rears than tell us how they are . The brakes need to seat into the drums and then they need to be ajusted..... whean you took off the old shoes was their any oil on them????????
(but the funny thing is, if i push it in a little bit like an inch i can feel them a little and if i keep pushing they get a little stronger and strong then they just kick in almost) check your emergency brakes i bet the cables are sticking and the e brake is partilly on thus giving you a false ajustment, pull the drums and look to see if the e brake is all the way retracted and not putting pressure on the shoes than ajust if you dont have a firm pedel than bleed all 4 GOOD LUCK
well i still need to bleed them. but when i put the new 1's on i saw no oil on the old 1's. and i had them adjusted so they would touch the drum pretty tight but i could still turn them. i think ill have my dad help me bleed them somtime soon. but could it be anything else? like a cloged line or somthing like that?
You'l know if their is a problem when you bleed them make shure thier ajusted before bleeding them I ajust the brakes tight than step on the pedal really hard than check the ajustment youl be amazed how loose they get good luck
