Wiring question

Trying to wire in an accessory add-on and i want to find a hot 12V wire when the key is on.. It says in my owners manual that location #27 10A fuse is for "Ignition Run Power Feed (Customer Access)" but i can not locate the actual wire..
Anyone know?

There should be customer access wires behind the dash were the fuse panel comes off. Thats were they were when we put the gauges in my Excursion and my dads superduty.

It's a blue wire with a red tracer. Located under the steering wheel on the lower right side. It may not be the one that they're talking about, but it's a keyed 12V power source. Here's a pic that may make it easier, on my 2000 PSD:
