From what I can find, it's mainly an appearance package for the Expedition, with the only performance part being the upgraded dampers. The rest of the package is cosmetic...

Thanks, i do like the steel tube steps down the sides, and did notice the slightly firmer ride over bumps compared to an XLT. Didn't realize the price difference was quite so much.
